Probably not California but looks like a typical Caltrans project. One employee working and the rest standing around watching. :D
Captions should read:

:D LOL that was my question. And where the hell is his safety gear? OSHA would not like that! And he is digging in tar and who knows what else is under all that..where is his safety mask and glasses? :lifter
