Reaching Out Quietly to Muslims in America

When President Obama took the stage in Cairo last June, promising a new relationship with the Islamic world, Muslims in America wondered only half-jokingly whether the overture included them. After all, Mr. Obama had kept his distance during the campaign, never visiting an American mosque and describing the false claim that he was Muslim as a “smear” on his Web site.

Nearly a year later, Mr. Obama has yet to set foot in an American mosque. And he still has not met with Muslim and Arab-American leaders. But less publicly, his administration has reached out to this politically isolated constituency in a sustained and widening effort that has left even skeptics surprised.

Muslim and Arab-American advocates have participated in policy discussions and received briefings from top White House aides and other officials on health care legislation, foreign policy, the economy, immigration and national security. They have met privately with a senior White House adviser, Valerie Jarrett, Homeland Security Secretary Janet Napolitano and Attorney General Eric H. Holder Jr. to discuss civil liberties concerns and counterterrorism strategy.

The impact of this continuing dialogue is difficult to measure, but White House officials cited several recent government actions that were influenced, in part, by the discussions. The meeting with Ms. Napolitano was among many factors that contributed to the government’s decision this month to end a policy subjecting passengers from 14 countries, most of them Muslim, to additional scrutiny at airports, the officials said.

That emergency directive, enacted after a failed Dec. 25 bombing plot, has been replaced with a new set of intelligence-based protocols that law enforcement officials consider more effective.

Also this month, Tariq Ramadan, a prominent Muslim academic, visited the United States for the first time in six years after Secretary of State Hillary Rodham Clinton reversed a decision by the Bush administration, which had barred Mr. Ramadan from entering the country, initially citing the U.S.A. Patriot Act. Mrs. Clinton also cleared the way for another well-known Muslim professor, Adam Habib, who had been denied entry under similar circumstances.

Arab-American and Muslim leaders said they had yet to see substantive changes on a variety of issues, including what they describe as excessive airport screening, policies that have chilled Muslim charitable giving and invasive F.B.I. surveillance guidelines. But they are encouraged by the extent of their consultation by the White House and governmental agencies.

“For the first time in eight years, we have the opportunity to meet, engage, discuss, disagree, but have an impact on policy,” said James Zogby, president of the Arab American Institute in Washington. “We’re being made to feel a part of that process and that there is somebody listening.”

In the post-9/11 era, Muslims and Arab-Americans have posed something of a conundrum for the government: they are seen as a political liability but also, increasingly, as an important partner in countering the threat of homegrown terrorism. Under President George W. Bush, leaders of these groups met with government representatives from time to time, but said they had limited interaction with senior officials. While Mr. Obama has yet to hold the kind of high-profile meeting that Muslims and Arab-Americans seek, there is a consensus among his policymakers that engagement is no longer optional.

The administration’s approach has been understated. Many meetings have been private; others were publicized only after the fact. A visit to New York University in February by John O. Brennan, Mr. Obama’s chief counterterrorism adviser, drew little news coverage, but caused a stir among Muslims around the country. Speaking to Muslim students, activists and others, Mr. Brennan acknowledged many of their grievances, including “surveillance that has been excessive,” “overinclusive no-fly lists” and “an unhelpful atmosphere around many Muslim charities.”

“These are challenges we face together as Americans,” said Mr. Brennan, who momentarily showed off his Arabic to hearty applause. He and other officials have made a point of disassociating Islam from terrorism in public comments, using the phrase “violent extremism” in place of words like “jihad” and “Islamic terrorism.”

While the administration’s solicitation of Muslims and Arab-Americans has drawn little fanfare, it has not escaped criticism. A small but vocal group of research analysts, bloggers and others complain that the government is reaching out to Muslim leaders and organizations with an Islamist agenda or ties to extremist groups abroad.

They point out that Ms. Jarrett gave the keynote address at the annual convention for the Islamic Society of North America. The group was listed as an unindicted co-conspirator in a federal case against the Holy Land Foundation for Relief and Development, a Texas-based charity whose leaders were convicted in 2008 of funneling money to Hamas. The society denies any links to terrorism.

“I think dialogue is good, but it has to be with genuine moderates,” said Steven Emerson, a terrorism analyst who advises government officials. “These are the wrong groups to legitimize.” Mr. Emerson and others have also objected to the political appointments of several American Muslims, including Rashad Hussain.

In February, the president chose Mr. Hussain, a 31-year-old White House lawyer, to become the United States’ special envoy to the Organization of the Islamic Conference. The position, a kind of ambassador at large to Muslim countries, was created by Mr. Bush. In a video address, Mr. Obama highlighted Mr. Hussain’s status as a “close and trusted member of my White House staff” and “a hafiz,” a person who has memorized the Koran.

Within days of the announcement, news reports surfaced about comments Mr. Hussain had made on a panel in 2004, while he was a student at Yale Law School, in which he referred to several domestic terrorism prosecutions as “politically motivated.” Among the cases he criticized was that of Sami Al-Arian, a former computer-science professor in Florida who pleaded guilty to aiding members of a Palestinian terrorist group.

At first, the White House said Mr. Hussain did not recall making the comments, which had been removed from the Web version of a 2004 article published by a small Washington magazine. When Politico obtained a recording of the panel, Mr. Hussain acknowledged criticizing the prosecutions but said he believed the magazine quoted him inaccurately, prompting him to ask its editor to remove the comments. On Feb. 22, The Washington Examiner ran an editorial with the headline “Obama Selects a Voice of Radical Islam.”

Muslim leaders watched carefully as the story migrated to Fox News. They had grown accustomed to close scrutiny, many said in interviews, but were nonetheless surprised. In 2008, Mr. Hussain had co-authored a paper for the Brookings Institution arguing that the government should use the peaceful teachings of Islam to fight terrorism.

“Rashad Hussain is about as squeaky clean as you get,” said Representative Keith Ellison, a Minnesota Democrat who is Muslim. Mr. Ellison and others wondered whether the administration would buckle under the pressure and were relieved when the White House press secretary, Robert Gibbs, defended Mr. Hussain.

“The fact that the president and the administration have appointed Muslims to positions and have stood by them when they’ve been attacked is the best we can hope for,” said Ingrid Mattson, president of the Islamic Society of North America.

It was notably different during Mr. Obama’s run for office. In June 2008, volunteers of his campaign barred two Muslim women in headscarves from appearing behind Mr. Obama at a rally in Detroit, eliciting widespread criticism. The campaign promptly recruited Mazen Asbahi, a 36-year-old corporate lawyer and popular Muslim activist from Chicago, to become its liaison to Muslims and Arab-Americans.

Bloggers began researching Mr. Asbahi’s background. For a brief time in 2000, he had sat on the board of an Islamic investment fund, along with Sheikh Jamal Said, a Chicago imam who was later named as an unindicted co-conspirator in the Holy Land case. Mr. Asbahi said in an interview that he had left the board after three weeks because he wanted no association with the imam.

Shortly after his appointment to the Obama campaign, Mr. Asbahi said, a Wall Street Journal reporter began asking questions about his connection to the imam. Campaign officials became concerned that news coverage would give critics ammunition to link the imam to Mr. Obama, Mr. Asbahi recalled. On their recommendation, Mr. Asbahi agreed to resign from the campaign, he said.

He is still unsettled by the power of his detractors. “To be in the midst of this campaign of change and hope and to have it stripped away over nothing,” he said. “It hurts.”

From the moment Mr. Obama took office, he seemed eager to change the tenor of America’s relationship with Muslims worldwide. He gave his first interview to Al Arabiya, the Arabic-language television station based in Dubai. Muslims cautiously welcomed his ban on torture and his pledge to close Guantánamo within a year.

In his Cairo address, he laid out his vision for “a new beginning” with Muslims: while America would continue to fight terrorism, he said, terrorism would no longer define America’s approach to Muslims.

Back at home, Muslim and Arab-American leaders remained skeptical. But they took note when, a few weeks later, Mohamed Magid, a prominent imam from Sterling, Va., and Rami Nashashibi, a Muslim activist from Chicago, joined the president at a White-House meeting about fatherhood. Also that month, Dr. Faisal Qazi, a board member of American Muslim Health Professionals, began meeting with administration officials to discuss health care reform.

The invitations were aimed at expanding the government’s relationship with Muslims and Arab-Americans to areas beyond security, said Mr. Hussain, the White House’s special envoy. Mr. Hussain began advising the president on issues related to Islam after joining the White House counsel’s office in January 2009. He helped draft Mr. Obama’s Cairo speech and accompanied him on the trip. “The president realizes that you cannot engage one-fourth of the world’s population based on the erroneous beliefs of a fringe few,” Mr. Hussain said. Other government offices followed the lead of the White House. In October, Commerce Secretary Gary Locke met with Arab-Americans and Muslims in Dearborn, Mich., to discuss challenges facing small-business owners. Also last fall, Farah Pandith was sworn in as the State Department’s first special representative to Muslim communities. While Ms. Pandith works mostly with Muslims abroad, she said she had also consulted with American Muslims because Mrs. Clinton believes “they can add value overseas.”

Despite this, American actions abroad — including civilian deaths from drone strikes in Pakistan and the failure to close Guantánamo — have drawn the anger of Muslims and Arab-Americans.

Even though their involvement with the administration has broadened, they remain most concerned about security-related policies. In January, when the Department of Homeland Security hosted a two-day meeting with Muslim, Arab-American, South Asian and Sikh leaders, the group expressed concern about the emergency directive subjecting passengers from a group of Muslim countries to additional screening.

Farhana Khera, executive director of Muslim Advocates, pointed out that the policy would never have caught the attempted shoe bomber Richard Reid, who is British. “It almost sends the signal that the government is going to treat nationals of powerless countries differently from countries that are powerful,” Ms. Khera recalled saying as community leaders around the table nodded their heads.

Ms. Napolitano, who sat with the group for more than an hour, committed to meeting with them more frequently. Ms. Khera said she left feeling somewhat hopeful.

“I think our message is finally starting to get through,” she said.

Be nice if they put that much time listening the Average American :(FYI, during an interview on last night's episode of The Charlie Rose Show, the White House chief of staff provided an insight into the current administration's take on American public opinion. (The interview is available here (http://www.charlierose.com/view/interview/10971).)

The chief of staff opined that the American people are as polarized as one might think and that the perception of polarization comes more from inflammatory rhetoric from those in government and from some elements of the media. In regards to the former, he said that everyone in public service has a duty not to inflame overly the emotion of a specific debate.

In regards to the latter, in response to Mr. Rose's prodding, said that the media are not monolithic and that they do not always do their jobs well. At this point, Mr. Rose, perhaps a bit defensively, turned the discussion to Mr. Beck and Mr. Limbaugh. His guest somewhat reluctantly agreed that those two members were examples of members of the media who advance the perception of a polarized America. He then said that there were talk show hosts on the left who did the same, but he did not name them.

IMO, the exchange indicates that there is a significant amount of disconnect somewhere. Someone is misreading badly the public mood. Who that someone is depends upon whom you ask.

President Barack Obama on Monday renewed his commitment to a "new beginning" with the Muslim world, vowing no let-up in U.S. efforts to promote Middle East peace, curb militant violence and boost economic development. Skip related content
Seeking to build on his outreach to Muslims in a speech in Cairo last June, Obama used a U.S.-hosted Muslim business conference to underscore what his administration has done so far and to pledge further work to overcome mistrust.

While Obama has made progress towards mending America's image in the Islamic world, he still faces stiff challenges in his handling of the stalled Israeli-Palestinian peace process, the nuclear standoff with Iran and wars in Iraq and Afghanistan.

"I knew that this vision would not be fulfilled in a single year, or even several. But I knew we had to begin and that all of us have responsibilities to fulfil," Obama told the Presidential Summit on Entrepreneurship.

The focus on business development marked the Obama administration's strategy of trying to broaden the conversation with Muslims beyond the "war on terrorism" that dominated the Bush-era approach and alienated many.

But, speaking to an audience of 250 business people from more than 50 countries, Obama also waded into some of the hot-button issues between Washington and the Muslim world that he acknowledged "have often been a source of tension."

Many Muslims are especially disappointed by Obama's failure so far to advance Israeli-Palestinian peacemaking despite promising in his first days in office to make it a high priority.

He assured his audience he would not abandon U.S. diplomatic efforts, which have been stymied by a dispute with Israel over Jewish settlement building and divisions among the Palestinians.

"Despite the inevitable difficulties, so long as I am president, the United States will never waver in our pursuit of a two-state solution that ensures the rights and security of both Israelis and Palestinians," Obama pledged. But he offered no new initiative to revive long-stalled peace talks.

Obama also asserted that the United States was "responsibly ending" the war in Iraq and "in Afghanistan, Pakistan and beyond, we're forging new partnerships to isolate violent extremists, combat corruption and foster the development that improves lives and communities."

DELIVERING ON A PROMISE

The two-day conference sought to deliver on a promise Obama made in his Cairo speech, in which he pledged to do more to boost economic development and bolster U.S. business ties with the Muslim world.

Obama's predecessor, George W. Bush, had been widely criticized by Muslims for the perception that his administration viewed them mostly through the lens of terrorism. Under Bush, America's image in the Muslim world suffered mostly because of the Iraq war, the Abu Ghraib prisoner abuse scandal and the Guantanamo detention centre.

"There's so much more we can do together, in partnership, to foster opportunity and prosperity in all our countries," Obama said as he sought to focus more on talking about doing business together.

He announced a series of efforts, including exchange programs for women in technology and for high tech leaders from Silicon Valley to share their expertise, said his global technology and innovation fund would "potentially mobilise" more than $2 billion in private capital.

"The new beginning we seek is not only possible, it has already begun," Obama said, echoing the language of his Cairo speech.

"It exists within each of you, and millions around the world who believe, like we do, that the future belongs not to those who would divide us, but to those who come together; not to those who would destroy, but those who would build."

Commerce Secretary Gary Locke challenged the entrepreneurs to take "the tremendous success that all of you have had individually and expand it throughout the Islamic world."

In addition to Locke, Secretary of State Hillary Clinton, Education Secretary Arne Duncan and other senior U.S. officials will participate in sessions alongside private sector experts like Yahoo! co-founder Jerry Yang, Grameen Bank founder Muhammad Yunus and Arif Naqvi, head of Abraaj Capital, the largest private equity firm in the Middle East.

While the summit was widely viewed as a positive step, analysts said Obama ultimately would be judged in the Muslim world not by his hosting of business conferences but on his handling of big geopolitical issues.

Aside from the Middle East, Obama has struggled to advance on other fronts. The administration is pushing ahead with its strategy for the war in Afghanistan despite increasingly brittle relations with Afghan leader Hamid Karzai.

Is the U.S. Diplomatic and Intelligence Community Being Brainwashed in Dealing with Islamism?

When I first heard the story that President Barack Obama was barring from national security documents the use of terms like "Islamism," "Islamic fundamentalist," "Islamic radicalism," or any reference of any connection between Islam and terrorist or revolutionary groups; al-Qaida, Hamas, and Hizballah; Iran's regime or al-Qaida, I said to myself, oh that's nothing new. That kind of policy started under Bush.

But then I realized--and this isn't obvious in the coverage but is the most important aspect of all!--that this policy applies to internal government documents not just public statements. That's both scary and shocking. Because the implication won't be lost on career officials that along with not using these words it isn't going to help their future prospects to use these concepts.

I don't want to overstate the situation. In internal government discussions, people do refer to "Islamic radicals," for example. It is the written work that is more likely to suffer. And are things going to tighten up under this administration in the years to come?

Suppose I'm an intelligence analyst in the State Department, Defense Department, armed forces, or CIA, and I'm writing about one of these groups or this ideology. How can one possibly analyze the power and appeal of this ideology, the way that ideas set its strategy and tactics, why it is such a huge menace if any reference to the Islamic religion and its texts or doctrines isn't permitted?

Indeed, it is worse. Can you refer to the claims of these groups about Islam, even while insisting that they are wrong? Remember it isn't just a matter of forbidding officials from doing something, they are going to get the signal that it is better for their careers not to do so.

And if one cannot talk about "Islamist" groups can you identify them as a huge threat or is the analyst tempted to suggest that they can be won over and moderated rather than they need to be combatted? Perhaps, say, the coming to power of the Muslim Brotherhood in Egypt might not be such a bad thing, or Hizballah is something the U.S. government can work with?

How could one even talk about a coherent Islamist movement, which is possibly the most single significant feature of international affairs today, at least in the Middle East--if I cannot use the "I" word even as part of a different word?

Suppose I'm reporting on the Muslim Brotherhood in Egypt. Could I say without fear:
Yes, of course, Islam is a religion of peace but these people want to hijack and distort it. So what they do is look at certain basic texts and important Muslim theologians and interpet their statements to mean that ultimately no compromise is possible, Egypt must become an Islamic [oops] state, America is going to be their enemy, and Israel must be destroyed. Of course, this is just a distortion of Islam [which is a religion of peace] but many people believe it because they have been taught an interpretation similar to the one the Brotherhood is using.

Or would I have to say:

Since Islam is a religion of peace and is really moderate and there's nothing in it that lends itself to a radical [mis]interpretation, therefore, the Brotherhood will realize this and become moderate or the Muslim masses--who, of course, understand their own religion--will inevitably reject the Islamists [oops!] false interpretation. In short, no worries and every little thing's gonna be all right. [Footnote: Bob Marley.]
After all, this is the name of the doctrine that triggers so much terrorism; destroyed the World Trade Center; overthrew the shah of Iran; seized power in the Gaza Strip; is killing American soldiers in Iraq and Afghanistan; and is trying to mount revolutions in countries as far-flung as Morocco, Algeria, Yemen, and Somalia to India, Thailand, Malaysia, and Indonesia. Yet that revolutionary Islamist doctrine itself is exploiting every advantage possible from the fervent belief of millions of people in Islam and the fact that its ideology arguably does coincide with some of that religion's most important features.

In contrast to the "official" view that Islam is a religion of peace which a few heretical desperadoes is trying to hijack, my image is one of a fight over the steering wheel between two rivals which each have a claim to ownership of the vehicle. We know who we want to win, but the battle's outcome isn't going to be determined by pretending that an Islamist ideology doesn't exist or that all the Muslim onlookers are laughing at the ridiculous pretensions of obviously outlandish heretics to their religion. After all, if that's true, the Islamists have no chance of gaining power, right?

But while the Islamists are not "the" or the only embodiment of Islam, they are an embodiment of Islam who can make their case for legitimacy, and must be understood as such. The danger is that the Islamists will in future be accepted as the definers of Islam by huge numbers of people. The Islamists may disillusion people if they become rulers--as did the Communists--but once they have control over a country and its weapons it's too late to debate them into defeat.

I'm less bothered by the fact that the U.S. government won't allow officials to speak that way publicly. There are two arguments for this stance: so as not to "insult" Muslims by associating them with Islamists and to avoid giving Islamists legitimacy as claimants to being normative Muslims. Both have a certain public relations' value but are sort of silly at the same time since many Muslims embrace Islamism while Muslims don't care what non-Muslims think about anyone's credentials. At any rate, these don't apply so much to the phrase "revolutionary Islamist" for example.

Those of us who know how government bureaucracy works understand that officials don't do things that jeopardize their careers and promotion hopes. For example, few in the U.S. army are going to look seriously for budding Islamist terrorists in their own ranks because--despite the Fort Hood massacre--to do so risks being called racist, Islamophobe, and--worse, lieutenant-for-life. And--may I be blunt here?--if officer bureaucrats and officials have to choose between getting into trouble and endangering lives, a lot of them will choose the latter.

For without an ability to discuss these matters frankly, analysis and reporting cannot be accurate. In effect, whole arguments and ideas will be swept from people's minds. Already, the U.S. armed forces is too intimidated (and individuals too concerned about their careers) to examine soberly and seriously the potential development of Islamist terrorists in its own ranks. My sources tell me nothing has improved in this respect since the Fort Hood massacre.

To extend this intellectual malpractice further to international affairs and intelligence reporting within the government may go down in history as the most dangerous thing the Obama Administration has ever done. Imagine trying to analyze the USSR without being able to talk frankly about Communism; Nazi Germany without a serious analysis of its fascism. The analysis of samurai culture and the sanctity of the emperor in Japanese religion were absolutely vital for the U.S. conduct of World War Two.

How can one have a good discussion of what differentiates moderates from radicals or whether, say, Turkey's government is a center-right family-values' regime or an Islamist one? In what manner can somebody understand how a revolutionary Islamist group might quickly pick up support from millions within a country by using Islamic concepts and texts to justify itself in a persuasive manner? How can you figure out how to dispute Islamist claims if you don't even acknowledge their existence and at least partial validity?

The above probably overstates the case. For example, there is still plenty of talk about "Islamic radicals" but very little longer-range or broader conceptualizations of what it all means. If you were a diplomat or intelligence analyst would you write a dispatch or report, for example, saying that the gaining of power in any Middle East country by revolutionary Islamist groups is a threat to U.S. national interests?

Yet the pressure is on for them to treat Islamist regimes and movements as rational, realist, national-interest-oriented, pragmatic entities whose ideas, methods, and behavior have nothing to do with Islam. Or, in the case of al-Qaida and others, the alternative is that they are insane heretical groups that have nothing to do with Islam?

Will officials be intimidated into shutting mouths and minds, altering strategic proposals, censoring out timely warnings? And that is a potential catastrophe for U.S. interests and is possibly going to be very costly in lives lost.
