Delays to postpone F-35 Israel deal

Major delays in production lead some IAF officers to urge army to reconsider

Major delays in the production of the fifth-generation stealth F-35 Joint Strike Fighter will likely lead to the postponement of Israel’s procurement plans, which initially set the signing of a contract by the end of March.

One top IDF officer told The Jerusalem Post on Sunday that the Defense Ministry was unlikely to sign a letter of agreement (LOA) with the Pentagon before the end of 2010.

“Everything now appears to be pushed off by at least a year,” the senior officer said.

On Sunday night, IDF Chief of General Staff Lt.-Gen. Gabi Ashkenazi flew to Washington for talks with top Pentagon officials. Ashkenazi plans to speak with his American counterpart, Adm. Michael Mullen, and other Pentagon officials about the delays in the production of the JSF and how it will affect the IDF.

Last week, US Air Force Secretary Michael Donley said that the service’s plan to use the F-35 will probably be delayed by two years and cost significantly more than the $130 million initially expected.

Donley said that the F-35 would not be ready for the US Air Force until 2015, the date that Israel had initially wanted to begin receiving the stealth jet. The jet had been scheduled to become initially operational in 2013 before the Pentagon uncovered serious problems with the contract. Last month, Defense Secretary Robert Gates announced that at least one senior manager would be fired and $614 million in performance bonuses would be withheld from lead contractor Lockheed Martin Corporation.

“If the Americans are only getting the plane in 2015, then it is difficult to imagine that we will receive it the same time,” the officer said, adding that the Air Force was currently in talks with the Pentagon about locking down a delivery date.

News of the delays in the F-35 program came as Israel and the US moved closer to finalizing details of the deal, long held up by disagreements over the integration of Israeli indigenous technology into the aircraft. The IAF plans to phase out old-model F-16s after it receives the F-35.

Israel had planned to order a first squadron of 25 jets within the coming months and to procure another 50 by the end of the decade. Due to the delays, some IAF officers are calling for a review of the procurement plans and to consider the possible purchase of additional F-15Is made by Boeing Company. Israel already has a squadron of F-15Is that are capable of carrying massive amounts of weaponry and flying long distances, including to Iran.

“There is some thought in this direction,” a top IAF source said recently. “Based on the development requirements, the F-35 is supposed to be a more advanced plane primarily since it is stealth, but delays in the production have led to new thinking within the IAF."

'Grim' prospects for crippling UN Iran sanctions: Israel

UNITED NATIONS — Israel's UN ambassador on Tuesday said prospects for crippling UN sanctions against Iran were "grim" because Russia and China want to use diplomacy to convince Iran to scale back its nuclear ambitions.

"The chances now seem grim regarding sanctions that will be crippling," Ambassador Gabriela Shalev told reporters here.

She said Russia and China, two veto-wielding members of the UN Security Council, "are still looking to the diplomatic track" and appear reluctant to back a new round of tough sanctions proposed by Washington and its Western allies.

"The Chinese and the Russians still hope that diplomacy will work. They do not want to inflict any harm on the Iranian people," she added.

Shalev said that if the 15-member council was unable to agree on crippling sanctions, then Israel "will look to the countries themselves" to slap additional bilateral sanctions.

On Monday, Israeli Vice Prime Minister Silvan Shalom called on the Security Council to impose "crippling" sanctions on Iran over its nuclear defiance.

"The time has come to impose crippling sanctions on the Iranians and I asked to put the 300 leaders of the Revolutionary Guards that are controlling Iran these days on the (UN sanctions) blacklist," he told reporters after meeting with UN chief Ban Ki-moon.

Israel considers Iran its biggest security threat because of comments by President Mahmoud Ahmadinejad calling for the Jewish state to be wiped off the map and questioning the Holocaust.

Israel is widely reported to be the only nuclear-armed power in the Middle East, but it refuses to confirm or deny this, instead pursuing a policy of "nuclear ambiguity."

The UN Security Council has already slapped three rounds of sanctions on Iran over its refusal to halt uranium enrichment which Israel and the West view as a cover to build nuclear weapons.

Tehran denies the charge, saying the program is for peaceful nuclear energy.

The United States, Britain, France and Germany have proposed a fourth set of financial sanctions targeting Iran's powerful Revolutionary Guards, but China has questioned the usefulness of sanctions at this time.

Russia has signaled that it might be willing to back sanctions provided they only target Iran's nuclear proliferation activities.

Shalev said the world was edging closer to "two bad options": Iran continuing to race towards nuclear weapons capacity, which "will put the whole world under the threat of nuclear war," or Tehran being stopped only "by force."

She said the second possibility was currently being discussed by high-ranking US and Israeli political and military leaders, but declined to provide further details.

Brazil and Turkey, two non-permanent members of the Council, have expressed misgivings about new Iran sanctions....

IAF strikes in Gaza after Kassam attack

IAF aircraft struck six targets in the Gaza Strip overnight Thursday, in response to a Kassam attack that killed a foreign worker in Netiv Ha’asara earlier in the day.

The army said it struck three smuggling tunnels on the Egyptian border, a weapons production facility and two tunnels intended for infiltration into Israel to carry out attacks.

Two Palestinians were reportedly wounded in the strikes.

The Kassam rocket slammed into a greenhouse in the small southern agricultural community of Moshav Netiv Ha’asara on Thursday, ripping through the roof, killing a Thai worker and leaving his coworkers, who came to his aid, traumatized.

The incident marks the first death from Gazan rocket attacks since Operation Cast Lead ended last year.

Senior defense officials had vowed to respond harshly to the attack, but said they would keep its response isolated, to avoid being drawn into a larger-scale conflict with Hamas.

IDF sources said that the rocket was not fired by Hamas, and by Thursday evening the terrorist group was reportedly rounding up suspects behind the attack for interrogations....

“This is the third rocket attack that has directly targeted an Israeli community in the past 24 hours,” Israel Police spokesman Micky Rosenfeld said....

Meanwhile, Israeli authorities in East Jerusalem braced for more violence there. Israel restricted access to the al-Aqsa mosque for Friday prayers and increased its security presence after clashes there earlier this week.

It is the second time in as many weeks that Israel has limited access to the Al-Aqsa mosque, which is located on a site that is holy to both Muslims and Jews. The area is known to Jews as the Temple Mount, Judaism's holiest site....

Clinton: Decision to escalate row with Israel 'is paying off'

United States Secretary of State Hillary Clinton said on Friday that the Obama administration's decision to ramp up pressure on Israel over construction of Jewish homes in East Jerusalem was bringing results.

In an interview with BBC television, Clinton was asked whether escalating the tone with Israel had paid off.

She said: "I think we're going to see the resumption of the negotiation track and that means that it is paying off because that's our goal."

....It was now the Prime Minister Benjamin Netanyahu's duty to overcome opposition within his coalition government and ensure that the stalled negotiations moved forward, Clinton told the BBC.

"I think what the prime minister has said repeatedly is that his government and he personally are committed to pursuing these negotiations and he just has to make sure that he brings in everyone else," she said.

"That's his responsibility and it's not something that the United States can or is interested in doing."

Over the past few days the U.S has signaled its desire to move beyond the row over Ramat Shlomo and focus on restarting so-called the 'proximity talks' between Israel and the Palestinians....

VIENNA—The U.S. has backed away from pursuing a number of tough measures against Iran in order to win support from Russia and China for a new United Nations Security Council resolution on sanctions, according to people familiar with the matter.

Among provisions removed from the original draft resolution the U.S. sent to key allies last month were sanctions aimed at choking off Tehran’s access to international banking services and capital markets, and closing international airspace and waters to Iran’s national air cargo and shipping lines, according to the individuals....
