If a credible popular government is a primary requirement for the success of our Afghanistan strategy and the Karzai government has been reported as being wholly corrupt, partisan, and incompetent at nearly all levels - this does not bode well for the future of that campaign's proposed strategy.
Perhaps MAJ Kotkin's position as stated in "The Shadow Course of Action or How I learned to Stop Worrying and Love NSC-68" is now the most reasonably attainable and sustainable COA for consideration.

Afghan Commission Declares Karzai Election Victor

Afghanistan's election commission has canceled Saturday's presidential runoff and proclaimed President Hamid Karzai victor of the war-ravaged nation's tumultuous ballot.
Independent Election Commission chairman Azizullah Lodin announced Karzai as the victor during a news conference in Kabul on Monday.
Karzai's challenger, former Foreign Minister Abdullah Abdullah, dropped out of the race Sunday because he said the vote would not be free or fair following fraud-marred first round.
