I catch the whole word. But when I began reading I became side-tracked when I read the word lamented.

Did the governor draft this letter, or did someone draft it for him?  If it was drafter by someone else, when he signed the letter was he "in on" the "hidden message" or was this merely one of his support staff venting and it flew under the radar?

IMO it's pure coincidence - there isn't anybody currently warming a chair in Sacramento with enough intelligence to come up with such a clever scheme.  :p

I once worked for the U.S. Bureau of the Census.  In the middle of a lonnnng training manual, filled with terse governmental bureaucratese, there was one six line paragraph that was filled with literary genius.  We figured someone had left their computer screen on and a janitor with a PhD in English Literature had been pasing by who could not resist the temptation.
Perhaps that explains the events in Sacramento, as well!  :D
