Thanks. That was a "good news" report that escaped my notice until now.

Yes it is. Just arrived back last week from 12 days in Colombia and I can say without question, the COL MIL has done an incredible job! My in-laws live in north Bogota, not far from the Septima and from the Infantry School. The troops they are turning out are very professional looking, in fact, they don't look any different from what we're turning out from Benning. They even sew on ranger eyes and put the top folds in their PCs, just like our boys do. Those are the obvious small details influenced by the US MIL, but, the real impact is reallly being felt across the country because you can now travel to locations that were off-limits pre Plan-Colombia. That progress was slow and was paid for by lots of COL MIL & Police blood. Lots of folks, both US and COL MIL, can be very proud of their very hard work and sacrifice!
Another thing I have to say about Colombia, they have a far better cell phone network than here in the States. I was in the middle of cattle country in Cordoba and not within 10 miles of a paved road and I had 4-5 bars on my cell phone. Two days ago, passing over the Courtney Campbell Bridge on Tampa Bay and I loose my connection. Happens every time over that hump.:(

One of the downsides of being an early adopter of any technology is that your friends get better stuff while you're still paying off yours. Works the same with countries. Europe and Asia also have systems that are more advanced than ours. Lastly, we have a really big country. All-and-all, I love to complain, but I'm still here.
