A Strategy for Afghanistan

The Obama administration faces dilemmas familiar to several of its predecessors. America cannot withdraw from Afghanistan now, but neither can it sustain the strategy that brought us to this point.

The stakes are high. Victory for the Taliban in Afghanistan would give a tremendous shot in the arm to jihadism globally -- threatening Pakistan with jihadist takeover and possibly intensifying terrorism in India, which has the world's third-largest Muslim population. Russia, China and Indonesia, which have all been targets of jihadist Islam, could also be at risk.

Heretofore, America has pursued traditional anti-insurgency tactics: to create a central government, help it extend its authority over the entire country and, in the process, bring about a modern bureaucratic and democratic society.

That strategy cannot succeed in Afghanistan -- especially not as an essentially solitary effort. The country is too large, the territory too forbidding, the ethnic composition too varied, the population too heavily armed. No foreign conqueror has ever succeeded in occupying Afghanistan. Even attempts to establish centralized Afghan control have rarely succeeded and then not for long. Afghans seem to define their country in terms of a common dedication to independence but not to unitary or centralized self-government.

The truism that the war is, in effect, a battle for the hearts and minds of the Afghan population is valid enough in concept. The low standard of living of much of the population has been exacerbated by 30 years of civil war. The economy is on the verge of sustaining itself through the sale of narcotics. There is no significant democratic tradition. Reform is a moral necessity. But the time scale for reform is out of sync with the requirements of anti-guerrilla warfare. Reform will require decades; it should occur as a result of, and even side by side with, the attainment of security -- but it cannot be the precondition for it.

The military effort will inevitably unfold at a pace different from the country's political evolution. Immediately, however, we are able to make sure that our aid efforts, now diffuse and inefficient, are coherent and relevant to popular needs. And much greater emphasis should be given to local and regional entities.

Military strategy should concentrate on preventing the emergence of a coherent, contiguous state within the state controlled by jihadists. In practice, this would mean control of Kabul and the Pashtun area. A jihadist base area on both sides of the mountainous Afghan-Pakistani border would become a permanent threat to hopes for a moderate evolution and to all of Afghanistan's neighbors. Gen. David Petraeus has argued that, reinforced by the number of American forces he has recommended, he should be able to control the 10 percent of Afghan territory where, in his words, 80 percent of the military threat originates. This is the region where the "clear, hold and build" strategy that had success in Iraq is particularly applicable.

In the rest of the country, our military strategy should be more fluid, aimed at forestalling the emergence of terrorist strong points. It should be based on close cooperation with local chiefs and coordination with their militias to be trained by U.S. forces -- the kind of strategy that proved so successful in Anbar province, the Sunni stronghold in Iraq. This is a plausible approach, though it seems improbable that the 17,000 reinforcements President Obama recently committed are enough. In the end, the fundamental issue is not so much how the war will be conducted but how it will be ended. Afghanistan is almost the archetypal international problem requiring a multilateral solution for a political framework to emerge. In the 19th century, formal neutrality was sometimes negotiated to impose a standstill on interventions in and from strategically located countries. This provided a framework for defusing day-to-day international relations. (Belgian neutrality, for example, was not challenged for nearly 100 years.) Is it possible to devise a modern equivalent?

In Afghanistan, such an outcome is achievable only if its principal neighbors agree on a policy of restraint and opposition to terrorism. Their recent conduct argues against such prospects. Yet history should teach them that unilateral efforts at dominance are likely to fail in the face of countervailing intervention by other outside actors. To explore such a vision, the United States should propose a working group of Afghanistan's neighbors, India and the permanent members of the U.N. Security Council. Such a group should be charged with assisting in the reconstruction and reform of Afghanistan and establishing principles for the country's international status and obligations to oppose terrorist activities. Over time, America's unilateral military efforts can merge with the diplomatic efforts of this group. As the strategy envisaged by Petraeus succeeds, the prospects for a political solution along these lines would grow correspondingly.

The precondition for such a policy is cooperation with Russia and Pakistan. With respect to Russia, it requires a clear definition of priorities, especially a choice between partnership or adversarial conduct insofar as it depends on us.

The conduct of Pakistan will be crucial. Pakistan's leaders must face the fact that continued toleration of the sanctuaries -- or continued impotence with respect to them -- will draw their country ever deeper into an international maelstrom. If the jihadists were to prevail in Afghanistan, Pakistan would surely be the next target -- as is observable by activity already taking place along the existing borders and in the Swat Valley close to Islamabad. If that were to happen, the affected countries would need to consult each other about the implications of the nuclear arsenal of a Pakistan being engulfed or even threatened by jihadists. Like every country engaged in Afghanistan, Pakistan has to make decisions that will affect its international position for decades.

Other countries, especially our NATO allies, face comparable choices. Symbolically, the participation of NATO partners is significant. But save for some notable exceptions, public support for military operations is negligible in almost all NATO countries. It is possible, of course, that Obama's popularity in Europe can modify these attitudes -- but probably to only a limited extent. The president would have to decide how far he will carry the inevitable differences and face the reality that disagreements concern fundamental questions of NATO's future and reach. Improved consultation would ease this process. It is likely to turn out, however, that the differences are not procedural. We may then conclude that an enhanced NATO contribution to Afghanistan's reconstruction is more useful than a marginal military effort constrained by caveats. But if NATO turns into an alliance a la carte in this manner, a precedent that can cut both ways would be set. Those who tempt a U.S. withdrawal by their indifference or irresolution evade the prospect that it would be the prelude to a long series of accelerating and escalating crises.

President Obama said Tuesday night that he "will not allow terrorists to plot against the American people from safe havens halfway around the world." Whatever strategy his team selects needs to be pursued with determination. It is not possible to hedge against failure by half-hearted execution.

How to Leave Afghanistan

ONLY if our troop levels hit 100,000 and fighting floods over into Taliban havens in Pakistan will Washington be likely to look hard at the alternative policy for Afghanistan — withdrawing most American forces and refocusing our power on containing, deterring and diplomatically encircling the terrorist threat. But by then it will be too late.

President Obama is now confronting the classic problem from hell: either do more to stave off defeat and hope to get lucky, or withdraw and face charges of defeatism and perhaps new terrorist attacks. Mr. Obama’s goal is to “ensure” that Afghanistan is not a sanctuary for terrorists, which effectively restates his campaign call for victory there. Thus, he recently decided to add 17,000 American troops to the more than 35,000 already in Afghanistan. But his goal of eliminating the Taliban threat is not achievable.

Mr. Obama needs to consider another path. Our strategy in Afghanistan should emphasize what we do best (containing and deterring, and forging coalitions) and downgrade what we do worst (nation-building in open-ended wars). It should cut our growing costs and secure our interests by employing our power more creatively and practically. It must also permit us — and this is critical — to focus more American resources and influence on the far more dire situation in Pakistan.

We can’t defeat the Taliban in Afghanistan, as the last seven years have shown. Numbers are part of the problem: most Taliban are members of Afghanistan’s majority tribe, the Pashtuns. More confounding, the Taliban and their Qaeda allies have found in northwestern Pakistan a refuge that has proved almost impregnable. These factors make overcoming the enemy in Afghanistan infinitely harder than it was in Iraq.

What we can do is effectively reduce the risk of terrorist attacks from Afghanistan against its neighbors, the United States and its allies. We can do this in a way that would allow for the withdrawal of American forces, though economic and military aid would continue.

The first step is to provide significantly increased economic support, arms and training to friendly Afghans as United States combat forces gradually depart over, say, three years. We could use the intervening time to increase present counterinsurgency operations to better protect Afghans and give them a boost to fight on their own, if they have the will.

The second step is to try to separate less extremist elements of the Taliban from their leadership and from Al Qaeda. Mr. Obama is already considering reaching out to Taliban moderates, and he could do this through the Afghan government and covert contacts. No group is monolithic once tested with carrots and sticks, as we saw in Northern Ireland and Iraq.

The Taliban are no exception. While most of them want to drive America out, they have no inherent interest in exporting terrorism. As nasty as the Taliban are, America’s vital interests do not require their exclusion from power in Afghanistan, so long as they don’t support international terrorists.

Third, while we should talk to the Taliban, Washington can’t rely on their word and so must fashion a credible deterrent. The more the Taliban set up shop inside Afghanistan, the more vulnerable they will be to American punishment. Taliban leaders must have good reason to fear America’s military reach. Their leaders could be hit by drones or air strikes. The same goes for their poppy fields, from which they derive considerable income. Most important, Mr. Obama must do what the Bush team inexplicably never seemed to succeed in doing — stop the flow of funds to the Taliban that comes mainly through the Arab Gulf states. At the same time, he could let some money trickle in to reward good behavior.

Fourth, President Obama has to ring Afghanistan with a coalition of neighbors to show the Taliban they have no place to seek succor, even after an American departure. The group would include China, India, Russia, NATO allies, and yes, Iran. They all share a considerable interest in stemming the spread of Afghan drugs and Islamic extremism. China and Russia should be more willing to help in this anti-Taliban effort as the American military presence recedes from their sensitive borders.

Then there’s Pakistan, both the heart of the problem and the key to its solution. The peaceful future of the region depends on the resolve and ability of Pakistan’s secular and moderate religious leaders to provide decent government to their people. China, India, Iran and Russia might cooperate with Washington simply because there’s no motivation greater than the nightmare of extremists controlling Pakistan’s nuclear weapons.

India in particular wants to combat extremism in Pakistan. It could do that by reducing its forces on the border with Pakistan, for example, thereby allowing Pakistani moderates to focus their attention more on the growing and already formidable extremist threat within.

Withdrawal need not mean defeat for America and victory for terrorists, if the full range of American power is used effectively. Richard Nixon and Henry Kissinger proved that by countering the nasty aftereffects of Vietnam’s fall to communism in a virtuoso display of American power. They did this by engaging in triangular diplomacy with China and the Soviet Union; brokering a de facto peace between Israel and Egypt; and re-establishing American prowess in Asia as a counterweight to emerging Chinese power. By 1978, three years after Saigon’s fall, America’s position in the area was stronger than at any time since the end of World War II.

I don’t know whether the power extrication strategy sketched out here would be less or more risky than our present course. But trying to eliminate the Taliban and Qaeda threat in Afghanistan is unattainable, while finding a way to live with, contain and deter the Taliban is an achievable goal. After all, we don’t insist on eliminating terrorist threats from Somalia, Yemen and Pakistan. Furthermore, this strategy of containing and deterring is far better suited to American power than the current approach of counterinsurgency and nation-building.

President Obama and Congress owe it to both Afghans and Americans to explore a strategy of power extrication before they make another major decision to expand the war.

How to Surge the Taliban

“DONT worry, we are not going to lose this war.”

These were the parting words to us from Brig. Gen. Sher Muhammad Zazai, commander of the 205th Corps of the Afghan National Army in Kandahar. He was echoing the sentiments of a group of village elders we had met days before in Khost Province, who assured us that they would never allow the Taliban to come back.

It is odd that the Afghans felt it necessary to reassure American visitors that all was far from lost. It reflected the fact that even in a country where electricity and running water are scarce, word of the defeatist hysteria now gripping some in the American political elite has spread.

No one in Afghanistan — from the American commander, Gen. David McKiernan, to those village elders — underestimates the difficulties that lie ahead. But no one we spoke to on an eight-day journey (arranged for us by Gen. David Petraeus, the head of the military’s Central Command) that took us from Kunar Province on the Pakistan border to Farah Province near the Iranian frontier doubted that we can succeed, or that we must do so.

The main challenge is to overcome years of chronic neglect in terms of economic development, government services and above all security, which has allowed the insurgency free access to large swaths of the country. The good news is that the Taliban holds little appeal for most Afghans — a BBC-ABC News poll last month showed only 4 percent desired Taliban rule. The Sunni and Shiite insurgencies in Iraq, by contrast, maintained much greater support in their respective communities until they were defeated.

Even without much popular backing, Afghan insurgents are staging an increasing number of attacks, but major cities like Kabul and Jalalabad, which we visited, are relatively safe and flourishing. The civilian death toll in Afghanistan last year was 16 times lower than that in Iraq in the pre-surge year of 2006, even though Afghanistan is more populous.

There is no question that we can succeed against these much weaker foes, notwithstanding the support they receive from Pakistan and to a lesser extent Iran. President Obama’s recent decision to send 17,000 additional troops is a good start. While increased security operations will result in a temporary increase in casualties, that spike should be followed by broad reductions in violence, just as with the Iraq surge.

Efforts to develop a countrywide strategy will no doubt be hampered by the confused and often counterproductive NATO command structure. A big part of the problem is that, unlike American headquarters staff members who train together for a year before deploying into a combat zone, NATO staff members from many nations come together for the first time just a few weeks before heading out to Afghanistan. And most of them rotate out after six months; a lack of continuity means a lack of cohesion. A NATO officer even admitted to us that his headquarters is “partially dysfunctional.”

To see the impact of the splintered command structure, look at the drug interdiction. NATO’s forces can’t do antidrug missions, but they can provide assistance like air support and medevac units to American military advisers embedded with Afghan Army units involved with poppy eradication. Thus NATO plays a key role in individual antidrug operations, but there is no way to integrate its forces into broader counternarcotics efforts.

American and allied officers are trying to work around such obstacles, and should be aided by the recent creation of a United States Forces-Afghanistan headquarters in Kabul to coordinate with NATO. Still, more needs to be done to develop a comprehensive counterinsurgency plan, even if that risks alienating some of the 41 coalition countries.

Such a plan will probably require American forces beyond those already on their way, but the overall requirement will remain well below that of Iraq. Seven American ground brigades are likely to be in Afghanistan by the end of the year — two of them focused on training and the rest on combat. Two or three more might be needed next year to provide security in western Afghanistan, which has almost no United States forces. That would result in 45,000 to 55,000 ground troops, plus support units, as compared to more than 160,000 (22 brigades) in Iraq at the height of the surge.

In addition to sending more soldiers, we must also increase our efforts to expand the Afghan security forces. It may be impossible to speed up the pace of building the Afghan National Army, but the current proposed end-strength of 134,000 troops is far too low. We should immediately commit to a goal of 250,000 troops for the army, and a substantial increase in the national police as well. Afghan troops also need lots of better equipment — everything from armored vehicles to night-vision goggles.

One glaring lacuna in the international effort is the lack of focus on developing a justice system. NATO forces are not authorized to detain enemy combatants for more than 96 hours, after which they must be turned over to Afghan authorities. Some American forces have more latitude, but they are holding only 621 detainees, compared to the 24,000 detained in Iraq at the height of the surge. Insurgents taken prisoner by Afghan forces are generally released by the ineffective judicial system.

The lack of a functioning legal system not only makes it harder to quell the violence but provides an opening to insurgents who run their own Shariah courts. So, while the long-term solution is to help Afghanistan build a court system (something that isn’t getting the attention it deserves), the American military should also expand its detention facilities and press for expanded detention authority.

There are many who claim that a large-scale commitment isn’t necessary. Some say we have no interest in making Afghanistan a functioning state — all that matters is preventing Al Qaeda from re-establishing safe havens, and we can do that by killing terrorist leaders with precision air strikes or covert raids.

The key question for those who advocate pulling back is this: Where will we get the intelligence to direct the raids? If we have few troops on the ground, we will have to rely on intercepted communications. But seven years into the fight, the terrorists have learned a thing or two about keeping their communications secret. The only way to get the intelligence we need is from the residents, and they won’t provide it unless our troops stay in their villages to provide protection from Taliban retribution.

This struggle is not just about Afghanistan. It is also about tracking and effecting what is going on in Pakistan’s tribal areas. That is where the global Qaeda leadership is. It is the nexus of terrorist groups including the Lashkar-e-Taiba, which is implicated in the Mumbai, India, attacks last November; the Tehreek Nifaz-e-Shariat Mohammadi, which now has control of the Swat region in Pakistan; and Baitullah Mehsud’s Pakistani Taliban, which are said to have plotted the assassination of Benazir Bhutto, the former Pakistani prime minister.

From their positions across the border in Afghanistan, American forces can literally see these areas. They can also gather invaluable intelligence from, and spread our influence to, the tribes that straddle the frontier. But we get that vantage point only as long as we have something to offer the Afghans — security, improved quality of life, hope for a better government. If we abandon them, we will become blind to one of the most dangerous threats to our security, and also hand our most determined enemies an enormous propaganda victory — their biggest since 9/11.

Make no mistake: there is hard, costly fighting ahead in Afghanistan. But the fight is worth pursuing, and the odds of success are much better than they were in Iraq when we launched the forlorn hope known as the surge.

Of all, only the first seemed to be pragmatic. The second was defeatist and the third overly optimistic, IMO. The only thing that worried me on the first was no reference to Iran. I think Iran is a key to progress there- but if they are off the table, then that speaks to one of our problems in the entire region.

Unfortunately, trying to go "regional" is a little difficult at this time, as we have a "legitimate" government in place. We can't really dictate political things in the country now. Woops.

It would be interesting to know what ISAF and others are cooking up- now more than 8 years into this thing- we might have a plan worth reading soon. But I'd argue that there is still too many gaps in strategy in Afghanistan. Too many players operating unilaterally. Too many chiefs outside of the theater- and none seem to be interested in developing a coherent way forward for their own slices, much less contributing to an overall effort at one way forward.

Maybe if we limit ourselves to an end state being that AQ is unable to launch internationally-united efforts from Afghanistan, then we might be able to focus our efforts and withdraw some conventional troops- once ANA, etc. are able to provide a modicum of security. But that still leaves Pakistan and the Taliban out. How much of a threat are those two entities (in Pakistan's case- their lack of stability) to our security? Maybe that question is irrelevant at this time.
