IMHO, they could not have hit the number of dispersed sites they did, with the ten people they claimed. I agree that 20-30 is much more credible, not counting support personnel.

I think that the Indian government did the math, nine dead terrorists, plus one live terr captured, equals ten total attackers, since they did not want to acknowledge to the public that any got away, for obvious reasons.

Thanks for the excellent reference to the article. I find it significant that the last 5 out of 6 changes of government in Pakistan have been by coup d'etat.
