Without the armor package, the CIRAS is a VERY expensive MOLLE vest - that isn't very practical (it's configured first for armor/protection, then for LCE). It's illegal to export the armor without State Department permission. FWIW.

Weapons are sold everywhere, T 72 and MIG 27 stolen, but CIRAS can not buy.
I can buy to where federal laws do not work. Iraq, Afghanistan.

Because shipping export controlled items without permission is a felony, and I have friends who have been prosecuted.
Nothing personal, but why would someone here want to risk going to jail so that you can have a piece of gear for an unknown purpose?
If you happen to be in a country where the gear is sold, and want to buy some to carry home, then that is up to you.
I suspect that shipping the tanks and aircraft you mentioned without an End User Certificate could get you the same reward in both the shipping and receiving countries.
