CNN) -- Investigators have found the body of a 12-year-old Vermont girl missing for a week in a case that led to separate sexual assault charges against her uncle and stepfather, state police announced Wednesday.
Brooke Bennett of Vermont had been missing since June 25.
Brooke Bennett's remains were found Wednesday afternoon in a fresh grave off a road in the town of Randolph, about 60 miles southeast of Burlington, Vermont. An autopsy will be conducted, but "it appears to be foul play," said Col. James Baker, the director of the Vermont State Police.
Her uncle, Michael Jacques, was arrested Sunday on a charge of sexually assaulting another child. Information gathered in a search of his home led police to the gravesite, Baker said, but he provided no details.
The girl Jacques is accused of assaulting told detectives that he had been having sex with her since she was 9. She also told investigators she had a sexual encounter with the missing girl's former stepfather, Ray Gagnon, in June 2007.
An affidavit filed in U.S. District Court in Burlington states that Jacques, 42, dropped Brooke off at a farm in Randolph on June 25. He told investigators that his niece was to be picked up by a friend later to visit a sick relative.

According to the affidavit, the girl recounted how she found a note under her pillow that said she had been chosen to be in a program for sex called "Breckenridge." She was told that her "trainer" was her relative, Jacques. She told authorities that in order to graduate she had to attain a 75 percent on "how you perform."
According to the same affidavit, the girl said Jacques picked Brooke up on June 25 and told her they would be going to a party. The girl told police she understood Brooke would be "taken into the 'Breckenridge' program that day, and that she would have sex with adult males."
The girl stated that she, Bennett and Jacques then went to Jacques' home where the two girls watched television for awhile until Jacques asked Brooke to come upstairs to be with him. The girl said she never saw Brooke again and that Jacques ordered her to lie about what happened that day, according to the affidavit. Watch press conference announcing the discovery of the body »
Gagnon, 40, of San Antonio, Texas, is also charged with sexually assaulting a minor, as well as a federal obstruction of justice charge. In court papers, federal agents say Gagnon admitted to having sex with the same girl Jacques is accused of assaulting and to keeping child pornography on his computer.
Gagnon told state police that Bennett's computer postings indicated she planned to run off with someone she met online, showing detectives a message he said supported that belief.
But investigators believe the posting was written "to make it appear that Bennett was abducted by someone she met on the Internet," the affidavit states.
Changes to the message had been made by a computer at the Texas home where Gagnon rents a room, the affidavit states. The home's owner told investigators that Gagnon had called him Monday and told him to get rid of his safe -- which the owner assumed contained child pornography, according to the affidavit.

This is more hideous than you can imagine. Five days ago I was in our local supermarket and they were handing out pins with Brooke's picture on it. When I was approached and offered one I told the person handing them out that I did not want a picture of Brooke but of the POS that abducted her so he could be found and put down. The person was upset not that I did not want the picture pin but that I seemed unforgiving about her abductor.. Little did I know that she was already dead. This main suspect had commited a vicious rape of a young girl in 96 who was his co worker in a fast food place. He forced her into his car, gaged her, tied a rope around her neck and raped her for four hours. He was sentenced to 6-15 years and was out in 3. He had successfully completed sex offender therapy! He allegedly created a sex ring enticing young girls whom he would threaten with death if they told on him. He had been having sex with another young girl since she was nine after he got out and she was complicit in getting Brooke to go to his home where they watched TV together until her uncle took Brooke upstairs for her intiation into the sex ring. She, the girl who was watching TV and her boy friend, left the home at that time. It was the last time Brooke was seen alive. It gets even worse, not only is this jerk her uncle, but her other uncle who lives in Texas was also allegedly involved in this damn thing. He was arrested up here for sexual assault that occurred last year. There is a lot of blame to go around on this one, to include Vermont's leniency in sex offender laws. We have three more registered living in this town and nine others in the surrounding area and over 100 living within a 20 minute driving radius. As I went into town yesterday afternoon they had blocked off portions of the streets to accommodate what was supposed to be a candle light vigil for Brooke's safe return. The vigil turned into a memorial service as they had found her body 3 hours prior to the scheduled start of the vigil. The whole character of this town has changed over night. There is fear and anger but, as usual, I am sure nothing more serious than cheap rhetoric will occur. There are a lot of lessons that need to be learned up here, and one unfortunately is that Vermont's youth are no longer safe to wander their surroundings at will and another that a child's trust is something that will be talked about as having vanished from the bucolic surroundings of what once made Vermont a great place to raise a family. There is a lot more to this sad story; suffice it to say I am really pissed.

As my profile states I now work with troubled youth a new company that has only been online for a month and as this sad news broke the other staff and I were discussing everything you all have stated above. Then we looked up Megan's Law for our area. I was absolutely floored to see how many sex offender's were in our area. (and we are located in the middle of nowhere hickville PA) One located within 600 meters of our facility. If anyone is interested just Google Megan's Law and you can look up these scum in your town. Pictures, addresses ect... And just think, those are only the ones who have been caught.:confused:

What astonished me the most however, was the candor of the five men in suits that held the press conference. They actually believed the shit they were shoveling...and to me anyway, their responses smacked of self-graditude and ego boosting.

I think chemical castration is missing the point, these people do not belong among us at all. Simply, castrating the tools they use to molest a child will not end their reign of terror, the sickening source of their actions comes from their brain, and that is not to say they are sick at all. What they do is sickening, yes, but they are not sick, they are sociopaths, and their pleasure is in torturing the most innocent people of all, children. They are calculating, and methodical, and they hide behind a mask of camoflouge within our populations in positions of authority, or within families, and I think it's high time they stayed in prison for good, or awaited execution. You simply cannot rehabilate a hand that is broken to begin with, a tree that is crooked at the root.
This is a political Action Commitee which only mission is to strengthen child-protection laws.

It is much worse than picked up by the media and this goes a lot deeper than anyone knows at this point. I picked up my weekly paper about an hour ago and the proprietor, who hasn't said a word since I have known him, came over and said, "I think it is time for open season". There are a lot of angry people in town today.
Echoes is right about the suits in the news conference. Suddenly it became all about them and damage control to protect the interests of the state. They seemed to forget all about the little girl. The one thing about Vermont, especially in these small towns like Randolph, is that nothing much happens from day to day. This will probably change the climate of the town for years and the kids of Brooke's age group will not know whom they might be able to trust. This is far from over.

My recommendation would be Sodium thiopental, then Pancuronium bromide, followed by Potassium chloride, when used in a timely manner these chemicals are found to be 100% effective for stopping these animals from continuing their behavior.
In my opinion we shouldn't have a sex offender registry, we should have a list of deceased offenders, the recidivism of child sex abuse is appalling, the death penalty was designed to protect society from criminals who could not be dealt with using other means, it should be utilized to the max with regard to these monsters, and not with 100 appeals, 1 appeal 180 days max time limit, then a needle in the arm, done, next! Charles Barkley had it right back when he was on Leno about 10 years ago I believe, he was thinking about running for office of some type, and basically said "If I were in charge it wouldn't be death row, it would be death week!" That’s how it should be, justice delayed is justice denied period. :mad:
Once a predator always a predator, if these animals are loose they will victimize more children, they are what they are and should be destroyed.

My folks knew where I was and who I was with at all times. They had met all of my friends' parents and even grandparents (in the case of my neighbor whose grandparents lived around the block). Whenever we left the house to go to a friends' house, my friends parents had to call as soon as we arrived or we were in HUGE trouble. Of course, we did not have computers so there were no sick freaks trying to lure us away over the net, either.:rolleyes:

What do our children become when we fail to protect them? Very often children who are not protected grow up to have very little sympathy or empathy for others, or anyone elses' pain, and they become criminals. Certainly not all, but without a moral compass, it's very easy to violate moral codes, and conventions, there is nothing to impede the sociopath from hurting someone else. Obviously, if we have the death penalty for murder we should most definitely have it for child rapists, but that argument is sort of subterfuge, because as it is now, child rapists receive very little prison time, and it's usually due a prosectuor who's looking for high conviction rates. The high conviction rates of a Prosecutor are the primary cause of plea bargains, and yet the American people have been watching too much Law and Order, where the criminal always gets the maximum time allowed by the law. This very rarely happens.
There are a lot of angry people in town today.
I'm not sure how you put "It's about fucking time" eloquently sir, but I'm still looking for the words.
As a fellow VTer, I heard about this travesty while down in VA. I called the wife and she was watching it on Nancy Grace. This state's handling of pedophiles is awful and you see what ends up happening. First Cashman (who should hve been disbarred), now this.
Let the world be warned: If you come anywhere near my daughter, I will come out blasting and ask questions later... I've been using the states registered sex-offender website to scan the county.
God bless you little one and I pray your unfortunate death will precipitate into real change around here, not just stump speeches. No child should have to go through this. Not one. Nor should anyone live after committing such an act. Not one. Better men have died for less...

Exactly, Same here ours is located just off the livingroom and I can see the screen from anywhere I sit. I also have my daughters passwords to e-mail and anything eles. I also agree 100% it is the PARENTS responsibilty but even with knowing everyone your kids hang out with, making the phone calls and checking up on them time and time again it's not full proof. Nothing is. Hell you got teachers, preist, Dr's & lawyers taking advantage of our children not to mention the lowlife scum hiding around the corner and I think the courts should crush these individuals, first time offense and never be let back on the streets again. And that is a fact. My kids are all in their late thirties and early fourties now and they never were out of sight or mind. Their cousins thought I was too strict and referred to me as "The Great Santini"-never to my face however. But then, for the most part, their parents were their friends and not parents. When someone got too close to my kids I was in their face. I knew my kids' friends names, their parents, their dogs names and how many gold fish they had. When kids came to date my daughter they came in the house and we met and if necessary established ground rules. One individual showed up with a car that had tires balder than I and I told him if he was going to date my daugther he needed to get new tires. The clown borrowed someone else's car, I found out and retrieved my daughter much to her dismay but the word got out. When I was off doing my thing for God and Country my wife kept a pay back book in which the kids listed their transgressions for my reading enjoyment when I came home. They not only were great kids (all with scholarships to college) but terrific adults today. Now if I erred on the side of being "Too Strict", you sure would not know it by where they are today. Of course, my wife was in the equation as much as I, but she was always a sweetheart and saw the good side of folks and was more apt to deal with things in a more polite and quite manner I was more apt to forgive and forget after getting even.

I now work as a Child Care Director for troubled youth and it's amazing and very sad reading the profiles of most of our kids and the family life that they had which eventually led up to them being sent to us. (court ordered). Reicieved a call on Thursday from a parent who was inquiring about visiting their child in our facility. 1. He didn't know his child had been sent to us. Divoeced parents and it seems neither care what happens to the 14yr old daughter, the daughter stated she hadn't seen or heard from her dad in two yrs. That's how kids like that end up on the streets. Unfortunetly 20/20 had reported about six months ago that the buisness I'm in is oneof th fastest growing buisnesses in the nation. When we were kids I doubt this idea of having placement facilties was even thought of nor required.
But with all that being said I still believe there should be no such thing as a second offense for a child preditor because they should be delt with accordingly the first time.

He was paroled after just 18 months. When the parole board was questioned as to why he had been paroled, the response was they did not know he was a pedophile. I am not shitting you. From this experience I learned these things:
1. Pedophiles go where the children are. Always be alert. A little paranoia is perfectly acceptable and may save a childs life. If someone makes you suspicious, don't ignore your instincts
2. Don't assume your state laws really protect children. Learn what laws are relevant and if they are effective. And if they are not, do not rest, do not linger, and never be satisfied until lawmakers are forced to provide effective legislation for protection. The police cannot protect the public if they don't have legislative support.
The convicted murderer has now been on death row for over 14 years. This shit happens too often and trust me, it can hit close to home.

I can pretty much guarantee that anyone attempting to kidnap my child will not need legal services or incarceration. A full mag to the center of mass should see to that.

AGREE COMPLETELY, unfortunately in our current system it's near impossible to lock someone up for life especially on the first offense, we have too many sheep/liberals who believe in "rehabilitation" even though the statistics show beyond a shadow of a doubt that these predators cannot be rehabilitated.

ABSOLUTELY SPOT ON, I truly hope the tragedy that befell Brook will help to bring this problem into the public conscious and will actually spur some true changes in the system, unfortunately I am doubtful that it will, after all if her biological parents gave a #$%& about her in the first place they wouldn’t have allowed her to be in the company of not 1 but 2 pedophiles, and the parents of a lost child are often the most effective in effecting change. Look at Michael Walsh and Richard and Maureen Kanka. I’d love to see the penalties for these crimes get real teeth, i.e. needle in the arm after the first conviction, but again I doubt they ever will as there are just too many sheep who just want to believe the world is populated by nice people and that all people are inherently good no matter what they have done to the most defenseless of our society.
In the meantime, I don't have kids yet, but when the wife and I do, I think TR's theory of dealing with an abductor is the answer.

You better believe that if someone ever did something to one of my kids I would be the one sitting in the orange jumpsuit, because that individual would be in the ground.
I too am a "mean mom" because I insist on the computer being in the kids "entertainment room" with the computer screen visible into the family room. where I can see it anytime I glance over from there or the kitchen. My 11 year old is not allowed an e-mail account, myspace etc... and says it isn't fair because her friends have it. On top of that, I told her if I find out she is at a friends house going to websites not allowed in our house, she will no longer be able to visit that friend anymore.
She must let her dad and I know where she is going (and then only if we have met the parents) and call when she gets there. SHe knows the appointed hour of when she is suppose to be home and what happens if she is 1 minute late.
We are trying to give her a little bit more independence but it is hard to do when there are so many looney tunes out there.
Unfortunately my 16 year step daughter does not have the same supervision by her mother. She was visiting us for two weeks and left her myspace page open on the computer one day. Nothing on it that a normal 16 year old wouldn't have. Her favorite music, chat room with her friends, pictures of her and her friends (and let me tell you she doesn't look anywhere close to 16, 23 or 24 more like). The thing that bothered me was that her page had over 25,000 hits because it was an open page and anyone could access it.
I have talked to her about this until I am blue in the face, but she just doesn't get it. She believes no one out there would ever try to hurt her. Her mom doesn't pay enough attention to her comings and goings let alone who she is doing it with. The kid has a great head on her shoulders but sometimes I fear that will not be enough to get her through her teenage years without proper guidance. My husband and I do as much as we can from 1200 miles away. Dialy texts, e-mails, phone calls, etc. But without physical interacation we can only influence so much of what is going on in her life.

You would be surprised. I have a guy living three houses down who was convicted of Molestation in '94!!!

I don't know who punches in the criteria, but it is not accurate for my area. Vermont produces it's own list which is current and it does not agree with your listed site. I think that there is probably a problem with cross-fertilization of data from different states because of different data bases and programs being used.

It was off for my area too - but I can only comment as to addresses not being in the right places (ie: mine came up about 5 miles away from where it should have been) and the fact that my kids' elementary school was missing and a number of schools were also gone or in the wrong place. I'm guessing that since some of those basics were off, some of the offender's information is probably wrong also. However, a list of creeps is still a list of creeps. I have this urge to print off all their photos and stick them on my door like a "most wanted" listing - but I think I'll refrain.
I will be cross-checking other databases to see if I can find one more accurate.

Unfortunately btdt. As a cop I hope the perps get punished to the full extent of the law. As a civvy I hope the perps get to pick up the soap (several times a day) for the rest of their lives.:mad:
