The taking out of the satellite should send out a clear and subtle message to those that would wish us harm. My only question is, why in the world would F.E.M.A. be put on alert.

By law FEMA is the coordinator for Federal response during a Non-wartime event.
An alert is not an activation, but puts people in the appropriate posture should a response be required. IF there had been debris that struck a U.S. State or possession (populated area) then FEMA would have the lead.

In theory that sounds all well and good. But, having dealt with F.E.M.A. following a natural disaster, Ive come to the conclusion that that particular organization couldnt find its backside with both hands.
That said, the Navy did an outstanding job and all involved deserve mega kudos.
Speaking of deserved kudos. The drive bys surely aren't handing them out so far. At least this source isnt.

Besides FEMA being put on alert, Procedures for First Responders were sent out via NCIC to prepare for worst case scenario. I would say that these actions were indicative of the "real" threat if the shoot down failed. Failing to prepare would have resulted in "why in the world....
Just my two cents.
