If you don't want to make yourself it can be purchased frozen (not rec'd) or in cans at the local grocery stores in the Greater Cincinnati area.
Empress Chili's are still around. Maybe one or two locations.
The recipe carried over to what is now "Goldstar Chili" and "Skyline Chili"
For a while both restaurant chains had been sending over boxes of the canned chili to troops in both Afghan and Iraq.
It's generally best eaten after a night of beers and Kaoreke. Good stuff 1 way, 2 way, 3 way or 4 way. Personally I like the Cheese coney's with onions and mustard.

I just happen to be a Cincinnati Firefighter, and I have to say this is something we eat on a weekly basis at work. I've found the best home recipe is packets of "Cincinnati Recipe Chili" (actual name on the packet), 1 packet per pound of ground beef. Mixed with 1 packet of Chili-O (preferably onion flavor). You will also need 1 6 oz can of tomato paste per packet, and lots of shredded cheese and spagetti. After Katrina the CFD sent 100 of us to Hattiesburg, Miss and we made huge pots of this for them and they loved it. Although it can be an aquired taste, its extremely easy to make. Not sure what it costs or how to go about it, but if you're deployed contact Skyline or Gold Star and they will ship it to you. The local news has run several stories over the years about Guard and Reserve units requesting it.

I will be motoring to Pittsburgh in September, and Cincinnati is just about halfway, so I'll be bivouacking there on the way up and on the way back.
Can you give me your #1 and #2 picks for where to eat the best chili while I'm there?

Skyline is usually the preferred choice of Cincinnatians for the franchise chili joints. But personally I prefer a Mom and Pop place called Blue Ash Chili. Its in a suburb just north of Cincy not far off of I-71. Their coney's are absolutely huge, their plates of chili are bigger than the chains, and they have these double decker sandwiches that are awesome. Also Camp Washington Chili is great, its just way out of the way for me. When ESPN or some other network comes to town for a game they usually do a segment at Camp Washington Chili.
