The full quote goes like this:

Above all, we must realize that no arsenal, or no weapon in the arsenals of the world, is so formidable as the will and moral courage of free men and women. It is a weapon our adversaries in today's world do not have.- Ronald Reagan

That last sentence makes it even more poignant than the shortened one IMHO.

My Favorite. I wish I could find the video of this.
During one of his farewell dinners he was showing a slide show covering his years in the White House. One photo showed him inside Air Force One. He was looking thru the window with a scoped rife. Obviously it was a gift and he was checking it out.
