No tab, no wings, no CIB/EIB.

Who is he and what has he done?

You mean aside from being a General and the SOUTHCOM Commander? I don't know. You tell me. What qualified him for the job?

"Prior to becoming the Combatant Commander, U.S. Southern Command, General Craddock served as the Senior Military Assistant to the Secretary of Defense, from August 2002 to July 2004."

That explains it all.

GEN Craddock is not the SOUTHCOM Commander. ADM James Stavridis is, since last October.

http://www.southcom.mil/AppsSC/pages/cdrBio.php

GEN Craddock replaced Marine General Jones as SACEUR.

http://www.nato.int/shape/bios/saceur/craddock.htm

By the way, this continues the rather odd tradition of SOUTHCOM Commanders going on to be SACEUR. John R. Galvin, George A. Joulwan, Wesley K. Clark. With Craddock, that's four of the last seven SACEURs.

Don't forget that ADM Stavridis followed GEN Craddock as Special Assistant to SECDEF.
