If this is true, and IF Maliki really stops trying to hogtie us, and IF al Sadr believes we're serious, this could be a good sign! I'm just curious as to the major factors in this shift.

Do you think "The Surge" is responsible for this turnaround?

Al Sadr, after the capture of his "lieutenants," is nervous enough, so I'd imagine the thought of another 21,500 pissed-off Americans with firearms isn't helping his mental state. Al Sadr wants power, not martyrdom, and he'll leave the martyrdom to the useful idtiots. Now, he'll duck and cover, and wait to see what happens. I'm sure he'll come up with some way to spin this to his advantage.

What about the placement of LTG Petraeus in his new position?

The general seems to have won "hearts and minds" in Mosul. Although this opinion is based on very limited research limited research. Many of the armchair generals are falling over themselves with excitement concerning his new position. Perhaps al Sadr and Maliki be afraid that this guy might actually be able to fix the Charlie Foxtrot in Baghdad, thus allowing the Iraqi people to look around and realize they Yanks aren't the source of their problems.

Could the US have warned Maliki that if he didn't stop hamstringin' our shooters, we'd leak our intelligence to the Iraqi people and the world press?

Perhaps Maliki fears he'll be exposed for the reason why the sectarian violence is flourishing. I'm sure Maliki likes his position of power, and senses that the truth about his stonewalling could jepordize his position. Folks in power tend to like it--so I hear.
