Earthquake in Mexico

A devastating earthquake, approximately 8.1 on the Richter scale, hit Mexico. Two million Mexicans died and over a million are injured. The country is totally ruined and the government doesn't know where to start with providing help to rebuild. The rest of the world responds immediately with aid and assistance.
Canada sends military troops to help the Mexican army control the riots.
The European community sends food and money.
The United States sends rescue teams, and as a bonus includes three million replacement Mexicans.
