He certainly does not hesitate to identify a problem. AND, he certainly does not hesitate to shoulder a portion of the blame.
His comments about intel sitting there unused and unread reminded me of something from history.
MAGIC intercepts from Hawaii included reports of US ship movements filed by a Japanese naval officer, but because it was an embassy overseas, and not Washington DC, it was placed in a low priority basket and never decoded.
A missed oportunity to blow up the Pearl attack and it cost us plenty.
I hate to see we still make this mistake, we gather and info and don't get it to where it needs to go.

proper training takes time...that comment, to me, is like a GO saying if a soldier can't master his weapon in 30 minutes, it's the wrong tool...some of our troops now use rather sophisticated equipment to do what the country needs them to...

Last I checked, the ops guys are supposed to ensure the comms guys understand what they need technology-wise, and let the comms guys find the technical solution that fills the well-defined capability requirement created by the ops guys. Proactive versus reactive.
